Federal grants for poor neighborhoods used to save city jobs
As Columbus' finances faltered in recent years, a larger share of the federal grants the city receives to help poor neighborhoods went to maintain the pay of city workers.
The city spent 36 percent of its Community Development Block Grant money in 2006 on staff pay and benefits and administrative costs.
By 2009, when the city budget imploded and workers were being laid off, the city allocated nearly half -- 49 percent -- of the block-grant money to the same staff and administration areas.
That included using $380,000 of the federal development money to pay some city recreation-center workers who otherwise would have been laid off.
